Question Bluetooth headphone charger

Can anyone out there answer this question?

Got a pair of Monster Clarity 102 headphones, the charging lights on base/case don’t light up anymore, I’ve opened the charger base, I can see a meter reading of 4.88v from the usb c input and at the pcb end. The output to each of the headphone charging terminals is 0.3v. Is this to be expected? Other than running the ear buds down and then trying to recharge I’ve no way of knowing if they are charging or indeed over charging - the base when in use has a quiet high pitched whine from it, not sure if it was there before or not. Or is it a new charging base time?

Would have thought the output should be more like 3 volts dc.-----
