Default Diesel problem

Have you disconected the MAF sensor plug and see if there is any differance in performance?

Are you getting black smoke or any whistling sounds to hint of a possible boost leak?

Easy test is as above unplug the MAF sensor, common point of failure causing delayed and reduced power. If that fixes the issue then it could be the sensor being out of spec, but also worth having a look/clean out of the EGR

If that doesn't solve the problem then check the intercooler area , as you've already mentioned the seals can fail. Replacement is cheap & easy so worth considering if not been done already

If it comes on boost around 2500rpm, it will be a failing MAF sensor.
