Default Rear Shock Bolt Dampers

When I was in a scrap yard the other day I saw a Rover 75 Saloon fitted with no rear anti roll bar setup and funny rubber things on the shock absorber bolts.

What are they? Would they replace my plain bolts and offer any upgrade?
