Number Plates

I saw this rover 75 Tourer to-day with the plate D35 on and got to wondering how these seemingly random numbers came to be, I mean you don't see ascending numbers like these any one have a clue ?

Why? Yes I sure they will be able to explain the random numbers on a registration plate.

The letter 'D' was originally issued by Kent CC. The number is low, but on demand it would have run as far as 9999. I can't date the issue date, but it is an original number and I dare say would command a decent price if sold.
