No, local owner to me has a club 75 which didn't have front fog lights or the loom for it. He bought a rover 75 fog light retrofit kit from rimmers I think, link here: https://rimmerbros.com/Item--i-GRID001522

From chatting with him when he done it, it required wiring the fog light loom to the underbonnet fuse box I believe and I think he mentioned 1 wire that had to go to the LSM. Not completely sure. Only needed to change the switch plate, not the complete LSM.

On cars without fogs all you need is the harness, foglights, surrounds if it's a MK1, front plate with front fog switch from a suitable LSM and a relay to fit in the underbonnet fusebox

This might help:
It's for the Mk1 kit but I fitted one to my facelift with slight modification to the bumper mounting area.
