Front fog lights ??

Time to tackle the front fog lights which I have ignored for too long.
When I bought the car last year I noticed front foglights show as lit on the dash... but when i look outside they are not on.So checked fuse, which was ok, but I noticed there was no relay so put in new relay, and ta! da! fog lights ON...but would not switch off. The only time I could turn them off is to remove the relay.... Any Thoughts? I am deliberating previous owner tinkering with the electrics.... Everything else electrically works ok.

It sounds like an issue with the LSM/switch to me. I think I'd swap out the LSM front panel (cheap enough from eBay) and see if that fixes it.
