I have a better idea.

Find out who painted the houses and kick up ****!
What the hell were they doing? Throwing the paint?

They obviously bunch of ****** amateurs who need to pay for fixing your car.

Hello

From previous experience (Accidentally sprayed Cuprinol on my car) I can suggest Bicarbonate of Soda as a cheaper alternative to Toothpaste if the paint is water based, Hope this is useful.
