Could be right.
Just had a look at mine and on MK2's it is fitted as standard and that is the only available label since 2002 according to EPC.

My pre-facelift 75 CDT has this label, but no xenons.

First time a headlight bulb went I read the handbook, suggesting dealerfit replacement for xenons, which the label said I had, took it to my independent mechanic, who had quite a chuckle at my expense. Good job he'd not got the xenon bits in on my say-so................

Repeating and expanding on one reply, the label simply means that for Xenons only (IF you have them fitted), refer to the manuals so you don't electrocute yourself when changing bulbs!
