Would end up with some cheap Foreign thing
Well, I do about 27,000 miles per year - car bought at 92,000 but it had had a new clutch about 10,000 miles before. Now at 158,000 and has cost me very little. Wonder if your car did actually need new shoes. They only function on the handbrake so are not involved in stopping the car so should not really need changing.

You'd be forgiven for thinking that the handbrake shoes are worn, until you look at a new set. The linings are very thin by design.

Simon.

But there should be no actual rubbing - they expand to prevent the drum from turning - unless you use the handbrake whilst the vehicle is still in motion

Why didn't you use your Rover specialist for your MOT,or at least let them take it somewhere trusted for you?

Kwik fit are excellent for fixed price jobs like an A/C regas but as far as MOT's are concerned it's a lottery what they find. They are target driven an opportunistic.
Rover specialist garage will be doing my MOT's in the future,They do MOT on site, They allow a hour booking, sit and wait

Went to Kwit-Fit because I am get 20% discount throught my bank account on services, in other words the MOT at Kwit-Fit costs me £35, more trouble than worth

Yes the shoes had worn out, Kwit-Fit try to adjust them but it was no good, The hand brake adjusters had failed and will not hold adjustment due to the shoes being worn out
