Default Broken fog lamp lens - MOT failure?

The wife's Mondeo has a broken lens cover on the fog lamp in the bumper. Is this an MOT failure?

I enquired at a Ford garage about a replacement and was quoted £60, as they'd only sell the complete unit! I shall have to find a part at a breakers. I may also have to find a Mondeo forum to suss out how to remove the bumper.

I thought the situation might be like the one I believe exists for indicators: i.e. you don't have to have them, but if you do, they have to work properly.

But the lens cover is broken isn't it? Its not just a blown bulb, does that make a difference?

It's not a mandatory lamp so the tester has to ignore it, unless it posses a danger to a pedestrian
