Default What type of MOT repair for rear bottom of saloon body?

I am starting my summer clean up of my trusty but very rusty 75 face lift 06 saloon and I need to check what type of repair to pass the MOT

The metal body work that is "inside" the rear saloon bumper has gone extremely rusty. Both sides - at the very back. The furthest possible at the rear and the lowest point of all is like an inner rear wing of sheet of metal body hanging down. Is this just like a car wing and I can use filler and waxoyl etc? Or do I need welding a patch in?

It is just below the exhaust rear silencer on the left n/s and below the fuel cooler on the right o/s side.
