Default Will a 25mm pipe fit into a 25mm hole?

Will a round pipe, with an outside diameter of 25 mm fit, into a pipe with an inside diameter of 25 mm?
I appreciate machining tolerances but lets say both pipes are +/- 0

Metal or plastic? Does it need to be tight or an interference fit. How long is the pipe, I ask because the outer pipe can be put into hot water to give a little bit of expansion room, the inner one can be left out in the cold, they should go together if all is equal.

Good thinking about hot and cold, I didn't think about that as the question related to metal to metal which I wont be using. I'll be metal to plastic tube so would have thought about hot water. 3 inches insertion will do. The metal to metal would just have needed to fit. Plastic to metal will need to be tight so jubilee clips will be used.

Today has been "the best laid plans of mice and men go awry"
Tomorrow it will be a visit to B&Q for some Polyethylene Round Tube ..... not sure who would put that in the search box, no wonder I could not find it, followed by a visit to Screwfix for some screws and then a trip in the opposite direction to a fabrication place for some metal tube.

At least today was a test so no harm done.

If you choose polyurethane pipe instead of polyethylene it will be softer and easier to fit into the 25mm diameter.

Thanks trikey, I think it is reinforced polyethylene that I got.
I bought some 28mm steel tube and turned down each end and put the reinforced pipe on one end and flat hose on the other.
Spent a couple of hours pumping the area to see if it was "flood water" or high water table. Next day water was back, so it is a high water table.
Using a different pump and garden hose to deal with water from a 47ft by 13ft foot roof . This roof just emptied onto the garden but not any more

No and +/- 0 what? A spot sized pipe outer might just enter a spot sized bore and that's it 'cos straightness and friction will come into play.
If you are talking practical things then there will always be tolerances to consider and then similar or different materials.
