Default Mg 190 V6 throttle body question

Hi Everybody
I have recently had a high revs on cold start 1500 rpm when cold and drops to about 750 rpm when warm,I used the Rimmers gasket set and seal, Cleaned everything but didnt look dirty, Can somebody tell me exactly what the white plastic part actually does ?? as I replaced it but it was tight to push in and another member mentioned it should move freely, the gasket sits on top so how does it move ??
The cold start was 1100 after i fitted the kit but has returned to 1500 on cold start and i was wondering exactly what the white plastic piece actually does as mine is not freely moving after opening it up again.
any ideas please
