Default How easy is it to switch website/forum hosts?

My local historical forum is having a bit of bother with its current hosts taking money when they are not supposed to, is it much hassle to tell the current hosts to "take a walk" and start again on another one? the forum uses PHPBB3 (so needs an sql database?) and they have recent phpbb3 backups is that all they need? (ie set up a database on the new host and upload the forum and backups to it?) I'm not 100% on this sql stuff but I know that they need about 5-6 GB of bandwidth a month at the moment, and may want to expand later as the membership grows. we would like the transition to be as painless as possible :lol:
