Default Wide open throttle 84%?

I thought I would have ago at checking out my throttle cable today. Via my OBDII port I'm getting just 84% throttle? Even when I go to the engine bay and open the throttle as wide as it will go by hand?

Shut, I've got 10% throttle

Is there any way to trigger the ECU to re-asses? Does this have impact on the VIS system never being at 100% throttle?

I think this is measured against total restrictions, as if there was absolutely nothing in the throttle body, but of course there is, namely the butterfly etc.
And of course you have 10% closed, because it's not closed, you have the Idle Passage.... Actually 11-14% is normal.

I thought idle was controlled by the idle control valve? not the butter fly? Otherwise the ECU couldn't make adjustments to the idle?

Try pushing the throttle to the floor 5 times within 10 seconds with the ignition at No 2 ( all dash lights on). It should reset the throttle position switch. You also need to check that there is a bit of slack in the throttle cable so the butterfly is fully closed as idle should be controlled by the idle control valve.
