OK, that doesn't tell you which lighting circuit is responsible.
As both your 5 watt filament number plate bulbs are working and you have by-passed the printed circuit board, there appears to be no reason why the bulb failure lamp should be illuminated unless it's reacting to another lighting circuit.

Are any of your other lamp units fitted with higher wattage than standard or LED bulbs?

Guessing either the brake light back-up or most often in my case the small 5w parking ones within the headlights.

What about brake light replacing rear light when it fails? That'll show a bulb out 🤔

I had a mystery bulb failure warning on my old 1.8T. Couldn't track it down so in the end replaced all the bulbs at the rear, solved it.
