Sorry I didn't spot it's a tourer. No, they don't use a gasket. I believe the lamps are 'sealed' units which should be weatherproof. So, a failed joint/crack in the plastic case or a leaky bulb-holder is what to look for. I know the tourer lamp cases tend to fracture around the mounting lugs for the screws, so maybe check those?
