As Simon has said there is no need to remove any belt. If your cap has blown off and you have found it then clean it up as best you can and replace. I used a crowbar and piece of wood but also some locktite. Otherwise Rimmers have new ones.

Unfortunately if you don't clean out the breathers / filters it is likely to happen again and perhaps if the front cap goes it'll contaminate the belt assembly.
