Xpart include the filter cap seal in their element kit which is how I fixed mine, though I've seen the same o-rings on eBay.

You're right, it looks like it's become lifted or distorted on the left side as you look at the photo above. I'm begining to think the filter case has suffered a lot of stress, maybe in an attempt to get it to seal. Even more reason to take a good look inside.
If you do that, don't be fazed by the appearance of the filter element. It will probably be black with stuff it's removed from the fuel. That's perfectly normal and you don't need to replace it. A new element will look the same after a year or so. The filter is not part of the service schedule and is designed for lifetime fit.
