As mentioned previously, it may be that the rotary coupler has one or more open circuit wires.
Do the horn buttons work? If not then check the earth header C0552 is clean and is making good contacts.
It sits behind the trim panel in front of the drivers door near the bottom edge, and is the third header up from the lowest one.
