If the car hasn't had protectors fitted before, then the holes in the spring cup aren't threaded. The bolts supplied are self-tapping and have to be pushed into the hole so the tapered end allows it to enter and bite once you get it turning.
Both bolts should be located in their hole before starting the tightening stage.
