I wonder if it is the captive but that is the problem?
If he cuts off the head of the bolt, and any of the other 3 (if it is the sub frame bolts), the sub frame will drop down. Then they should twist out relatively easily with grips or weld a new nut to it. Because of their location, their threads should not corrode that badly into the body of the car.
