Er No! these are the UK's environmental bill mandates as well, the Environmental bill that came out in Oct 2019 was to mirror & underpin the EU's emission standards, Actually the bill is being republished in the coming days.


They're more to do with our Paris accord agreement commitments than being a member (or not) of the European union.


There are around 195 countries/States signed up to the Paris accord and most of them aren't in the EU.
