IIRC - when I took mine out I think it just pulled off and pushed back in. I think the clips you depress are for taking the whole unit out which has both cup holders and the cigar lighter. But that won't come out properly until you disconnect the large light grey connector on the bulkhead for the wiring. And that can be tricky cos there isn't much room for fingers etc.
I'm pretty sure the cover is just a blank and fits in like the surround for the traction control, heated seat buttons etc.
But as with all thing plastic, take it steady
