To remove the old one use something that isn't sharp to gently prise the badge. I tried the heat it with a hairdryer method and after half hour of trying gave up as it remained just solid as when I started.
If I were fitting a new one I'd put a bead of clear silicone sealant around the edge as water ingress is what causes the laquer on the badge to delaminate.
I would also be inclined to give the new badge a few more coats of laquer to help protect it as it's only got a very thin coat on it.
