It's pretty clear to my eye anyway, that the filter cap is not fully tightened so that the vertical ribs line up. I'd strongly suggest that you examine this by opening it up and checking the state of the internal seal. This seal is THE most critical part of the whole fuel supply system. It's also the most fragile and is the crux of the whole Fuel Filter Syndrome saga. The lack of fuel pressure at the rail, plus the photo simply shouts out "FFS". Basically, open it up, make any necessary fixes and tick it off the list of possible causes.
Additionally, the large port seal also looks rather strange and denatured from contact with petrol. This is what you need.
