Of course this assumes the sensors are equally as good at handling noise and just the sensor size changes. In fact sensors vary in their ability to handle noise.
Pixel density will affect the noise also so sensors with large pixels and a lower pixel density tend to be better handling noise. So in fact having a higher megapixel count may well increase noise slightly (all other things being equal, which it never is lol)

I want a full frame, it's just the cost is quite daunting and I'm not sure I can justify it.
My camera is 18 megapixel. So
From what you've said, (which makes sense) a newer crop sensor may have worse noise!
