Higher resolution in it's self will not produce better noise control but going full frame would. Full frame is usually better by about one stop over APS-C so you could half your ISO or shutter speed. (not both)
Of course this assumes the sensors are equally as good at handling noise and just the sensor size changes. In fact sensors vary in their ability to handle noise.
Pixel density will affect the noise also so sensors with large pixels and a lower pixel density tend to be better handling noise. So in fact having a higher megapixel count may well increase noise slightly (all other things being equal, which it never is lol)
