I think I remember a council rule, whereby bins once emptied, have to be moved off the public pavement within one hour.

Apart from bins abandoned on the pavement for days after they have been emptied, the is the other issue of private over grown hedges obstructing pavements in many places. In my street, they are especially narrow and over grown hedges can occupy 2/3rds of the width. Again, there are rules, but nobody enforces them.
