It will probably be either:
The car is set up for one point entry where it takes two presses of the button to open the other three doors. ( unlikely seeing as the in car lock only works the drivers door)
The three door locks all have failed/lazy motors. If that is the case replacement is the best option.

If you can hear the motor working in each door then it would appear it is receiving the signal from the BCU.
