To do the job with Rover parts you would need to change the backplates but there are workarounds if your backplates are otherwise rust free.
There are shoe retaining kits you can buy from other makes of car where you can feed the pin in from the back and through the backplate and secure the shoes with spring and washer in the hub. before you ask I cannot remember the one I used
