That's very unusual. Please check that you're using an effective earth for your meter.
OK, in the underbonnet fusebox locate "link 3". This is rated at 50 amps so is effectively not much of a fuse at all!
Don't attempt to remove it (it's constantly live with battery voltage), just place your voltmeter on it.
Do you see +12v on both sides?
