I only ask because the price difference between a Windows 10 and a Google laptop is frankly massive!
I've had a couple of Chromebooks now and have been very pleased with them. They don't slow down after a few months like a Windows machine and need far less updating of the software (which they do automatically).

To my mind, the main issues are (1) you are limited to Google and Android apps and (b) they are not powerful machines, even the very expensive ones.

If you just want to upload photos to Google Photos or Microsoft OneDrive, a Chromebook will probably be fine, but if you are keen on photo editing you will probably be better off with Windows or a Macbook.

Don't forget there are a lot of firms out there selling refurbished Windows 10 laptops with warranties, so that's another option.
