Hi Geoff, don't know if this will be of any help, but remember reading a thread about the belt not retracting quickly - apparently due to a build-up of fluff, etc in the mechanism. Perhaps there could be some in there obstructing the ratchet?
Cure was to apply the business end of the Hoover.
