Firstly, there is an exemption for seatbelt wearing in Police vehicles, as is true with other emergency vehicles. Exemptions also apply to everyone else under certain situations.

Secondly, we are all allowed to use a mobile under an emergency. 112 and 999 situations, even when driving. As the Police Officer politely pointed out, he didn’t know what the call was about.
I think most people with half a brain might linked the fact that armed response people could well be dealing with an err... armed response.

They were stationary anyway!

I think the Police officers acted professionally with dealing with this situation. Despite the fact they had a moron stood in the carriageway, with heavy traffic, they got him to a position of safety on the nearside of the vehicle, before departure.

Sadly, he was not done for obstruction because they had more important things to deal with.
I think he was wanting to quote something from section 40 or 41 of the road traffic act. I dont know which one it is (I think it is in the 40s), but then I am not pretending to know the law (in his case, it'll be 'cos he once had a f**kin' brief, he knows the f**kin' law), nor do I intentionally hinder or harass those 'with authority'. Whether he likes it or not, the policemen are 'with authority' and that will be an important fact in law that he will have to accept, when he gets around to reading the relevant legislation. If I recall the legislation he was dreaming of, makes provision for this term.
