Just a thought.......
With the bolt out of the smaller end, you could try pulling the smaller end downwards, therefore using it as a lever to assist the turning force on the bolt through the big end.
But I’d only do this if I had a means of tapping it back up into place, if the bolt through the big end still refuses to budge.🙄
