There is a guy in my neck of the woods up here on the east coast of Scotland that rents out his workshop including a large selection of tools including air tools, bench drills, welding equip and a ramp. He makes it available for £10 an hour (not free but cheap) and is usually around to give advice and an extra pair of hands if needed. It's available between 5pm and midnight Mon-Fri and all day at weekends.
