And there lies the problem and part of the solution. Most buildings in the UK are poorly insulated, and old, so what ever heating is used is significantly wasted. We also lack fuel storage capacity, e.g gas, and our nuclear reactors are old and nearing decomissioning dates, we don't build our own but contract foreign firms to build new ones, no idea why.
In addition, we lack organisation, and leave everything until it is too late, or a national emergency, the government cares little for ordinary people's wellbeing, choosing instead to bury head in sand.
Result is cold people.
