THIS program is what you are looking for exactly, but it is a free and reasonably powerful video editor, which also has various plug ins including
text/title editor. Not sure if there are plugins for the overlay you are looking for, but there seem to be quite a
few available.
YouTube's own uploader used to have an option for text overlays. But I found it quite clunky and not very intuitive, so havent used it for a few years.
