Not sure I quite understand what you're saying. Are you saying there's too much restriction due to turbo size so it's causing high EMP ? Or the compressor runs into the 'surge line' due to high pressure but lack of intake flow?
Either way from what I've seen when the ECU is tuned they react well with a lil bit of extra boost on stock turbo.
