yup, ditch Norton and grab AVG or similar.
Its been 4 years since I touched Noton (sorry, Norton) and I cant even really remember what the features are and how to config them.
It doesnt say anything about being controlled by Group Policy at the top of the Firewall settings (in XP Firewall) does it?
If you're still having problems, reboot, hit F8 and start as Safe Mode
You'll see a real 'Administrator' account to which the password is usually blank unless you set it during XP set up. Log in to this account and try and change the firewall settings then.
