I may be wrong here but I don't think so: Paypal have no right to withdraw money from your bank account without explicit permission and if they do so against your wishes you are protected by the Direct Debit rules and can demand that your bank makes good the withdrawal and then attempts recovery from Paypal.
I still have one or two outstanding claims from dodgy fleabay characters and Paypal told me they had refunded all that was available in the Paypal accounts, which fell short of the total due, but admitted that they could not take money from bank accounts.
