The Arduino is actually very useful for making lights flash / bells ring and etc. Is also cheaper and just connects to your PC/laptop with a USB cable to program (you write the programs called 'sketches' on the PC and transfer them to the arduino). You don't need to learn Linux or anything to get going - so might be a good option for you. Also I should've added to the need for RPi list is a good power supply, something the Arduino can be very tollerant about what PSU you use - and powers via the usb when connected .
