I'm looking at what looks like a square plate with a small gap between it and the arch. It has two rusty nuts / bolt heads I've rounded off. Are you saying I'm looking at two bolts which are screwed into two nuts welded on the back of that plate?

Been a while since I did mine but yes two bolts onto the plate sounds about right, get some penetrating fluid onto it, try hammering different sockets onto it if all else fails drill it out or grind a channel into it the heat should help then screwdriver on it to remove, at least you only need to remove one
