You would think that local councils have access to last owner and able to contact them...even if it was to pay a fine or cost of destroying it.

May be different down there but up here the council simply contacts a local scrappy after making efforts to contact the registered keep of the car. The scrappy is permitted to 'dispose' of the car by way of payment for acting on behalf of the council. If its worth selling or parting out then he'll take the best profit. If its an old wreck then crushing is the end result.
