Is it their own fault or a lack of information from the hirers?

As I went past the river at Great Yarmouth, last week, I noticed a hire boat turning left, towards the sea instead of right, to continue on the rivers. There are signs but probably not clear enough for "less able" sailors! If they are lucky, they can just about manage to turn around before the current gets too strong. If not lucky, they can get swept out to sea!
The folks in the article got caught out by the tidal flow and/or depths on the river margins!
