No, as has just been pointed out, that is not necessarily the case!
As for assume, it can be dangerous!
But for a moment let's assume.
1. There is a problem with some belts at least.
2. There is also a starting problem.
The logical assumption is thus to relate the two, not that his is necessarily correct, but that will be the logical assumption, and most likely the correct one.
If this is the case, the easiest way to test the assumption, is to prove it.
IOW prove the timing marks are on or off!
Any other test is just a waste of time, until this is done properly.
