Now the chaos in the roads around Truro makes more sense. Each 'improvement' is actually to deter motorists and force them to use public transport. For myself, I'll just switch to more car friendly locations. Local city centre traders should begin to demand rate rebates as they inevitably lose out to the 'out of town' shopping areas with free parking provided.
