If it's very very vital you have a working FBH, and I must admit even in the coldest reaches of northern England, mine hasn't fired up since last week due to the ambient not have fallen below 5 deg, take a look HERE

Is it definitely the water pump, and not the PCB, remembering you can always substitute one from your known working FBH, then that is one easy way to move forward.
