That's the change-over date, 2001-2002. A late 2001 model may have the problem filter, an early 2002 may have the old filter. Any car in that change-over period would have to be physically checked. There are no VIN bands that I can determine. Rover issued a bullitin (Service Action A198/TBX0501) if anyone can find it.
Petrol filters are not a service item and need no attention throughout the car's life. They go black within a few thousand miles, but that doesn't signify anything other than it's doing its job. Filter kits are now around £61 a throw and a waste of money in most situations. Serious tank contamination would warrant replacement.
EDIT: Further searching has pulled out this thread which discusses VIN numbers and filter types, but without an definitive answer.
